NORFOLK, VA – Independent Women’s Features, the investigative journalism and grassroots storytelling division of Independent Women, today released a new report revealing that the Norfolk Police Department spent more than $57,000 in taxpayer dollars renovating its women’s locker room following controversy surrounding a transgender-identifying male recruit’s access to female-only spaces.
The unsettling report, “Virginia Town Spends Thousands of Taxpayer Dollars to Renovate Women’s Locker Room to Accommodate Trans-Identified Individuals,” uncovers records showing that Norfolk Police Department leadership approved $57,424.95 in renovations to install shower partitions, privacy dividers, and related construction work inside the women’s locker room.
The renovations followed a widely publicized incident, previously reported by IW Features, in which officer Meghan Grabow alleged that a transgender-identifying male recruit entered the women’s locker room while she was undressed and stared at her. According to Grabow and other officers, department leadership dismissed concerns raised by female officers and instead moved forward with policies accommodating the recruit’s gender identity.
Rather than preserving female-only spaces, critics argue the city chose to alter those spaces at taxpayer expense.
“I was livid because I did not expect to see a number close to $60,000,” Norfolk resident Greta Sanchez told IW Features after obtaining the renovation costs through a Freedom of Information Act request.
Sanchez, who worked as a civilian employee within the police department’s administrative offices, became involved after learning about the locker room controversy and subsequent renovations. Concerned about women’s privacy rights, she repeatedly raised questions at city council meetings regarding why female employees were expected to accommodate biological males in intimate spaces.
“I am just speaking up on this as a married woman who works for the city because it’s not right,” Sanchez recalled telling elected officials. “It’s disrespectful to me as a married woman to be in that kind of a position with another man naked in a locker room, showering, changing.”
According to Sanchez, city officials repeatedly dismissed her concerns while refusing to answer questions about who approved the renovations and who would ultimately bear the cost.
The report also details Norfolk Police Department policies requiring officers to use preferred pronouns, restricting officers from questioning an individual’s gender identity except when legally necessary, and allowing transgender-identifying individuals to select whether male or female officers conduct searches.
For Sanchez, the issue extends far beyond one locker room.
“They’re taking an already small space and making it even smaller to occupy a man,” she told IW Features.
Ultimately, the controversy led Sanchez to leave her position with the city.
“I can’t be in a place where this is allowed to happen,” she explained.
Her story raises broader questions about taxpayer spending, compelled accommodations policies, women’s privacy rights, and the growing costs associated with gender ideology policies in public institutions.
