Dear Members of Congress,

We, the undersigned organizations, commend President Trump for his leadership in advancing a clear and forward-looking national framework for artificial intelligence legislation. President Trump has been clear from day one that he will act decisively to remove barriers to American leadership in AI. But barriers still remain, and Congress needs to act. Today, the President has delivered a federal legislative framework that is both optimistic and practical–one that ensures all Americans can participate in and benefit from this transformative technology.

The Trump Administration’s vision for U.S. dominance in AI has been building to this point. The President set into place a pro-innovation AI framework in his first administration, foreseeing the potential of this technology. At the start of his second term, he rejected the fear-driven approach of the Biden administration that would have ceded AI leadership to China. He replaced it with his own AI Action Plan to accelerate AI innovation, build AI infrastructure, and lead internationally. He launched the Genesis Mission, as “a dedicated, coordinated national effort to unleash a new age of AI-accelerated innovation and discovery.” The message from President Trump is clear: America is where AI innovation happens.

It’s working. President Trump’s pro-innovation approach has spurred nearly $3 trillion in AI investment and kept the U.S. at the lead in this technology. And across the country, millions of Americans are already using AI to improve educational outcomes, reduce healthcare costs, and accelerate scientific discovery. These tools are not theoretical. They are delivering real benefits today. We thank the administration for making this possible.

Yet too many Americans remain on the sidelines, in part because a fear-based narrative pushed by activists is shaping policy discussions in state legislatures. This fear-based approach threatens to undermine the country’s effort to ensure American AI dominance.

President Trump’s framework provides the national leadership needed to replace this fear with flourishing. It recognizes that the United States must avoid a fragmented regulatory landscape that slows our builders and weakens our global position. It also recognizes an important role for the states in enforcing their laws to protect children, prevent fraud, and protect consumers.

Without a consistent national standard for AI development, the U.S. risks ceding leadership to global competitors, including China.

An AI-ready America is one where every individual has the opportunity to understand and use these tools effectively. It means expanding access to AI technologies, supporting workforce retraining and upskilling, and equipping families as they decide how to use these tools in their homes and communities. It means protecting our pocketbooks at home and our free speech rights online.

We believe it is possible to govern AI in a way that protects consumers without stifling creative solutions. We can integrate AI into our economy without provoking unnecessary disruption or fear. And we can foster the development of new technologies while upholding the values that define our nation.

Realizing this vision requires timely action. If Congress does not lead, a patchwork of restrictive and inconsistent policies will undermine public confidence, discourage investment, and limit access to beneficial technologies to a fortunate few.

We urge Congress to act now to adopt the President’s national AI framework and follow his lead by advancing policies that promote innovation, expand opportunity, and ensure that all

Americans can flourish in the exciting future ahead.

President Trump has set the direction for American leadership in AI. Congress now has the opportunity to match that leadership and help secure a future where the United States leads the world in AI development and use, and our people reap the benefits.
